今回は真面目なお話です。
 
いや、いつも真面目な話ですが、
ゴルフをされている方々が支払っている税金が
きちんと目的通り・趣旨通りに使われてるのか？
っていう話です。
 
割とホットな話題でご存知の方も多いと思いますので、
詳しい話は省きます。
 
俺たちの払った金はどこ行ったんじゃ！
という視点からお話しします。
 
週1回ゴルフをする人は
年に650円×52回＝33,800円の支払いとなります。
 
「出来れば払いたくない」と
メンバーさんがそっと思われている
年会費と概ね同じ値段です。
 
これが10年だと338,000円、
ゴルフ場利用税はコースにより異なりますので、
 
1,100円のコースですと年57,200円、
10年ですと572,000円となります。
 
一方で、なぜゴルフ場利用税が必要なのかという問いに
応益者負担：ゴルフ場に行く道を整備する費用は
ゴルフ場を利用する人が負担するのが当たり前。
 
ということが一番大きな理由として説明されています。
もっともな理由ですし、否定しにくい理由でもあります。
 
一方、サンベルは開業以来概算で
最低でも3億円ほどはゴルフ利用税を収めています。
 
愛知県でも指折りの来場者数の多い
新城カントリー様に至っては
開場以来42年間で推定20億円を軽く超える
ゴルフ場利用税を収めているはずです。
 
さて、サンベルは開業以来アクセス道路が
改善されたことがあったでしょうか？
新城カントリー様はどうでしょうか？
 
私の認識不足かもしれませんが、
私の知る限りでは、道路が整備されたことなど
一度もありません。
 
舗装が新しくなったことさえ一度もありませし、
道路の路肩に土砂が流れてきても
職員で除去作業をしています。
 
これって役所や役所の担当部署の方の背任行為
じゃないか？ってと思うんですよね。
 
もう一方で、「ゴルフ場利用税がなくなると、
それに依存している町村の財政が成り立たなくなる」
という番組を確かTVで見たことがあります。
 
ゴルフ場は多いけど人口は少ないという町村です。
 
でも、これって明らかに
ゴルフ場利用税は別の目的に流用しちゃってますよ～。
って話ですよね？
 
東京オリンピックを前に、各ゴルフ団体が
ゴルフ場利用税撤廃の陳情を繰り返しています。
 
撤廃にならずとも、せめてきちんと目的通りに
使用されるようになればと思います。

Is the Golf course usage tax being used properly?
This time it’s a serious story.
 
Well, I’m always serious, but this time I want to explain
whether the taxes paid by golfers are being used for the correct purpose.
 
This is a fairly hot topic and I’m sure many of you are already aware of it, so I won’t go into details.
 
Where did the money we paid go?
I’ll talk about it from that perspective.
 
If you play golf once a week, you will pay 650 yen x 52 times = 33,800 yen per year.
 
It’s roughly the same price as the annual membership fee, which members quietly think
“I’d rather not pay it if possible.”
 
If this lasts for 10 years, it will come to 338,000 yen.
 
Golf course usage tax varies depending on the course,

On the other hand, when asked why a golf course usage tax is necessary,
 
Beneficiary burden:
It is natural that the costs of developing roads to golf courses should be borne by those who use the golf courses.
 
this is explained as the biggest reason.
 
It’s a reasonable reason, and one that’s hard to deny.
 
On the other hand, Sunbell has estimated that it has collected at least 300 million yen in golf usage tax since its opening.
 
Shinshiro Country, one of the most visited golf courses in Aichi Prefecture,
has collected an estimated 2 billion yen in golf course usage taxes in the 42 years since it opened.
 
Now, has the access road to Sunbell ever been improved since it opened?
What about Shinshiro Country?
 
It may be that I am not aware of this, but as far as I know,
the roads have never been improved.
 
The road has never been resurfaced,
and even when dirt and sand flows onto the shoulder of the road,
golf course staff are tasked with removing it.
 
Isn’t this a breach of trust on the part of government offices
or the relevant departments within those offices?
 
On the other hand, I remember seeing a program on TV that said,
“If the golf course usage tax were abolished, the finances of towns and villages that depend on it would be in jeopardy.”
 
It is a town with many golf courses but a small population.
 
But this clearly means that
the golf course usage tax is being used for other purposes, right?
 
Ahead of the Tokyo Olympics,
several golf organizations are repeatedly lobbying for the abolition of golf course usage taxes.
 
Even if it is not abolished, I hope that it will at least be used for its intended purpose.
